[1912] First avatar change after joining a world incorrectly shows “This user has cloning turned off.”

### Description
In Open Beta build 1912, after joining a world, the first attempt to change my avatar to one of my own uploaded avatars always displays the following message:
> “This user has cloning turned off.”
This happens even though I am trying to select my own uploaded avatar, not clone another user's avatar.
Clicking the avatar a second time allows the avatar change to complete normally.
I have also seen this message appear in other situations, but I have not yet identified reliable reproduction steps for those cases.
### Steps to reproduce
- Launch VRChat using Open Beta build 1912 in Desktop mode.
- Join a world.
- Open the avatar menu.
- Select one of your own uploaded avatars as the first avatar change after joining the world.
### Actual behavior
“This user has cloning turned off.” is displayed, and the avatar does not change on the first click.
Clicking the same avatar a second time successfully changes to it.
### Expected behavior
Selecting one of my own uploaded avatars should change the avatar immediately without displaying a cloning-related error message.
