[1621] 'Late joiners' not visible/no audio
available in future release

- Join world.
- Someone new joins the world after you, person is not blocked and does not have you blocked.
- New person that joined is not visible to you, has no nameplate, has no audio. User still shows in the "In Instance" list. All users that join after you join are also completely invisible.
- Rejoin the world, users that were previously invisible are now visible and have audio.
Confirmed with others on build 1621. Only tested in The Great Pug, so not sure if this is world-specific. Issue was remedied by going to live or build 1610 (steam-audio-beta).
Logs were provided to VRChat support as requested by a staff member in the #open-beta-discussion channel, to preserve privacy.

I am still experiencing the issue on 1623. No changes from my last posts other than disabling ipv6 on my computer as a small troubleshooting step, which did not resolve the issue. It is only resolved by going back to the non-beta, live version of VRChat.
I will provide logs to support for privacy and make them know it is for this canny.

If anyone still encounters this bug on 1623 builds (double-check build number at the bottom of the Quick Menu settings), please let us know here.
If possible, include a screenshot or video of debug menu 4 (https://creators.vrchat.com/worlds/udon/world-debug-views/#debug-menu-4) and log files (we added some extra logging in 1623).

We have identified some additional issues related to voice and _potentially_ users not spawning in.
We have only managed to repro the former issue again however.
We will have fixes in a coming beta update.

I am still seeing the issue in the Open Beta, build 1622, with the exact same symptoms as my post 5 days ago. I am still seeing the Debug Window 4 display no statistics for later joiners for multiple minutes. The instance I am in was reset earlier today, after the server side change. I have confirmed with others on the newest beta that they are also still experiencing the issue.
I used the Live version all weekend and did not experience the issue again until I moved to the beta today after the server side update.

Dev aware that even on 1622 isssue still exist for some users.

Due to Western be on Easter Bank Holiday until at least Monday, patch going to be Tuesday onwards at least.
For meanwhile if you having this issue, please do switch back to live build to avoid any further issue.

I reported voice issue maybe same as ZenithVal's report.
It recovered by remote player mute ON/OFF.
In my case, all players used Open Beta.

Here is a video from Debug Window 4. From a run around of the world as well as friends not showing up, the people who have "statistics" not updating in the debug window are not visible to me.
What I've noticed is that people _eventually_ show up, but not for a couple of minutes, in which a join notification pops up but the user is immediately in front of you as if they were instantly teleported, but then you cannot hear their audio. Audio eventually comes back in 5-10 minutes as well.

_tau_ I am still experiencing this on 1622. I have had people completely invisible, and people who are visible but I cannot hear. I do not have them blocked or muted. Those on the non-beta branch can hear and see those I can't. No changes to my setup, avatar, or world other than updating to 1622.
~~Since I updated so quickly, I will find out next time it happens if they are potentially on an older beta.~~
I have confirmed on 1622 that someone on live (1610) was invisible to me as if they were blocked. A rejoin brought them back.
