Add some notes about the new clock settings feature to the release note.

The clock settings feature is missing on the release note of the previous one because it was an April Fool joke. However, in general, the release note should include all the history of the development as references. Also, some users who aren't aware of hot topics on SNS or newcomers might be confused by the joking appearance. You should prepare some official notes for them.
