Uncapped 100% GPU usage during "Connecting" or "Joining" screens

Happens in VR. When it's SteamVR rendering the loading screen instead of VRC, it seems like there's no frame rate cap and it just makes GPU render hundreds of frames for no reason, causing extra noise and heat in my case when I try to otherwise cap my power usage and heat produced by the GPU.
Combined with the other issue of VRC getting stuck in those SteamVR loading screens, this uncapped rendering may go for a while when unnoticed.

Compiling shaders and the extra noise/heat from the process during loading a world isn't a bug, but a necessity. Are you sure this is a bug?

WubTheCaptain compiling shaders and loading the world is happening mostly on CPU, but it's the GPU that goes to 100%. You can see on the screenshot the performance overlay shows 169 fps, in less demanding worlds it goes up to a few hundred. It's literally like disabling V-Sync and just letting your GPU render as many frames as it can.
