Changing avatar in one client/instance no longer syncs to other clients/instances in real time

Navigate to VRChat install directory.
Launch from
launch.exe
to start multiple VRChat clients in desktop mode.
Once loaded in all clients, change your current avatar in one of the clients.

Expected result: Your avatar changes in all clients in a few seconds.

Actual result: The currently worn avatar is updated on the VRChat Home website, but changed in one client only. Rejoining the instance is not guaranteed to update your current avatar. If all clients are left idle, several hours later your avatar may change without input.
