If a user blocks the room owner or world uploader, its impossible to kick them from your world or instance because they disappear from the social menu.
A group of toxic users joined my world in order to do no good, but alas I could not punish them because of an oversight in mechanic implementation.

There is a nuisance user that you blocked in the past trying to forget the drama you had with him, and the owner of the newly built instance is that nuisance user. Such instances should be collapsed rather than hidden in Friend Locations ordered by friend count, and should be discreet and quiet enough not to upset the nerves of those looking at the friend list.
Seeing such instance that climb to the top of the list every day can be a very frustrating experience. In other words, you don't know what an uncontrolled user would do.
Even though there are many neutral friends around the instance owner who repeats self-righteous kicks based on likes and dislikes, it seems like it's someone else's problem "You shouldn't go to such an instance" "Unfriend neutral friends too" I got some useless advice.
If you reinstate their right to unfairly kick me, why do such dangerous instances appear at the top?

If you are a Room owner you can still see them in the Here Tab of the Quick Menu. There is a small extra little category at the bottom, it's called something like
Users Who Blocked You

DrBlackRat: If they block you, you can't votekick them, especially in a public lobby. Same goes for when you block a user

I think this is a difficult problem to determine the proper bounds.
However, the assumption that world owners are always justice and foolproof about ToS and Community guidelines is based on the doctrine of goodness.
If you are in Friends+, players who decide to spend their time in a space separate from the hostile world owner should avoid heavy-handed moderation that doesn't rely on the votes of instance participants.
There make sense in the advice that it is better to leave away from such the world owner in the first place, but if the instance is Friends+, there may be close friends who do not know anything, and the dictator's selfishness will be abused. Allowing nasty kick is posibilly violation of your right to meet your friends.

I've noticed recently due to a few events that when a user blocks me within one of my own worlds two things happen:
1: They vanish from the Social List and are nearly impossible to track down quickly making it hard to moderate Malicious Users. I've not been able to track them down using the method of selecting a user and clicking the next button, instead I must know their name and find them through the Search Function on the social tab. By the time I can find them, if I have their name, it will usually be too late and people have been crashed.
2: A User can Block and then Unblock you causing the UI to not show them in the world but still allowing them to use malicious avatars that could freeze the use of the UI or crash you if your safety settings are not set up. All they would need to do then is keep a broken line of sight from the host.
I would like to be able as the Host/Creator of a world to see all users within an instance and be able to moderate them in case someone purposefully blocks the host with the intent to handicap their ability to remove and report users with ill intent. There have been several instances where a user will scout the room first and block me or I am asked to come remove a crasher or harassing player from a room but I am unable to due to the fact they block me first or the off chance I have blocked them prior.

Undertrash: hrm, I'll need to look into that as I didn't see that tab when I had a person block me and start crashing quest users the other day. Granted, I wasn't in the quick menu

If you know someone is in the room who you have blocked, you can still use the
quick menu
to find them. That means to click on someone in the room and then cycle through players using the "Next" arrow until you find them.FloydianSound

Shiguri: Wow that sounds like an oversight as well. You can discover blocked users through next/previous but not through the user list huh.

It is indeed a problem, it leaves people exposed to situations where others can get away with harmful or disruptive behavior simply by blocking people and then do what ever they please without being detectable, just like when hackers hide them selves in order to spy on other players undetected.
It should be fixed.
