[1111] UI Navigation Mode seems to be ignored

As a followup to https://feedback.vrchat.com/unity-2019-closed-testing-d9d8/p/1111-ui-selected-object-remains-after-click
It seems as a result of this, UI Navigation is potentially forced on, or ignored when set to None.
When a button is stuck as selected, you can use WASD to navigate the menu, which, again, did not used to be the case
