[VRCSDK3.3.0] incorrectly determined fallback avatar button

if you have some avatar that is not Good avatar in the scene, fallback avatar button is always disabled (SDK Panel says "This avatar cannot be used as a fallback. Check Validations below for more info".) even if crossplatform Good avatar is selected in Android platform.

Just encountered this issue, disabling the other avatars in the scene fixed it...
This must be extremely confusing to new creators.

Encountered this when uploading the free Amriot avatar by Omatssu on gumroad.
The scene has Fallback, Quest, and PC versions of the avatar all active by default. With the fallback version already uploaded to all platforms and selected in the SDKs builder tab, it says it can not be used as a fallback. After toggling the active state of the other versions, and tabbing off and back on to the SDKs builder tab will it then update that it can be used as fallback.
Toggling the other versions back on, and tabbing off and on to the SDKs builder tab makes it once again say it can not be used as fallback.

Faxmashine I’d say see if perhaps you can upload a fallback to a new ID on PC first, then Quest, and keep the SDK panel up - all while having other avatars in the scene. That should do it.

When setting an avatar as a fallback on both Quest and PC, there's an unexpected requirement: all other avatars in the scene must be disabled.
Steps to Reproduce:
- Upload an avatar to both PC and Quest with a good rating and no validation issues.
- Ensure other avatars are active in the scene.
- Attempt to set the selected avatar as the fallback avatar.
Expected Behavior:
The avatar should be accepted as a fallback if it meets the requirements.
Actual Behavior:
- A prompt appears: "This avatar cannot be used as a fallback. Check validations below for more info."
- The issue occurs only when other avatars are active in the scene.
- In Windows build mode, the avatar is indicated as valid for fallback and suggests switching to Android build mode to set it.
It's unclear if this requirement to disable other avatars is intentional. If it is, it may be good to have a validation message about this to make it more clear why the option isn't showing up.
