In VRCSDK 3.3.0, timeout for uploading contents are only 30 seconds.

Please extend the timeout period for uploading contents.

Because of short timeout period, contents creators with low-speed internet users cannot update contents with VRCSDK 3.3.0.

Some user has low speed internet around 1Mbps for upload speed.

(It's not rare to have much lower speed in download so most users with 1Mbps upload have more speed for downloading, at least in Japan.)

Under 1Mbps connection, with 30 seconds, we can only upload 3.75Mbytes.

Many avatars and almost all worlds are more than 3.75Mbytes, so I think this is too short.

(As far as I know, in VRCSDK 3.2.0, we can spend more than 10 min to upload contents.)
