PlayerLocal collision should remain on players in stations

It has been this way for a long time, that PlayerLocal colliders are effectively turned off when the player is in a station. World builders could normally work around this, but with avatar chairs, now this behavior breaks many worlds where a player riding another player will have issues with not locally enabling intended effects because they arrived in the area in a station. (This behavior is unexpected and that's why I'm putting this in bugs, not feature requests.)

Noe: This bug is in the current build 772 and has been around for awhile. Here is a test world that contains a chair that moves through a trigger collider looking for either "player local" or "player" layers. It will display when either event happens. Walking through it normally works. Sitting and then clicking the collider to move the chair does not trigger the event.

Ah ha! This explains a player telling me they didn’t teleport in The Pug, but they also were seeing incorrect visuals because they didn’t trip all of my manual Occlusion triggers.
