Particle systems with 0 max particles are not counted in the overall performance estimate (SDK)

- Create an Excellent avatar in Unity Editor
- Add N particle systems (can be disabled), set its max particles to 0
- Check the performance estimate in VRChat SDK builder, notice the performance rating is Excellent
- Upload and check the performance ranking of the uploaded avatar, it'll be Good or worse as the particle systems are counted on the server

Actual result: Overall Performance Estimate: Excellent in SDK, Excellent in local SDK test avatar (0 particle systems, 0 max particles), Good performance ranking once uploaded to VRChat.
If you change the max particles on one particle system to 1, the SDK will immediately report "Good" as intended.
