Lighting in-game not matching 2019 editor lighting.

It seems some bug is causing Lighting to look drastically brighter in-game than as it is shown in-editor. This was not an issue in 2018. I've heard it could have something to do with Dynamic GI. My world does have Dynamic GI, and it currently works, just the dark levels are completely too bright!

I have the same issue. Realtime GI turned off "fixes" the issue, but is needed for video lighting.
Edit: It appears to duplicate indirect lighting in-game.

Just want to add, I tested this with Dynamic GI off, and the lighting matches in editor and in game. So its definitely related to Dynamic GI.
I also tested after clearing Lighting and rebaking, clearing the GI cache, and with all 3 lightmappers. The issue persists when using Dynamic GI.
