Restore Avatar Particle Collision as an Optional World/Instance Setting

With the recent Open Beta changes, the following update has been introduced:
Particle systems attached to an avatar can no longer collide with objects on the Pickup, PickupNoEnvironment or Item layers if they also apply a physics force. This resolves an exploit that could render some worlds unplayable.
It’s disappointing that this change also removes features that many users have enjoyed as part of their avatar gimmicks.
Please consider allowing this behavior to be toggled on a per-world or per-instance basis, similar to how stickers or items can be controlled.
This would let creators preserve fun avatar interactions while still giving world authors the ability to prevent abuse when necessary.
