[884] Only force fog settings on Avatar uploads

I created a canny a long time ago about how to fix fog on avatars in worlds. These settings only need to apply to avatars, not worlds.
Someone was saying that these settings being forced on for worlds is increasing the world size and making worlds take a lot longer to build.
I dont know if this is true, but, if it is then these setting should probably be forced to "automatic" for worlds, and, on avatar, forced to the current open beta SDK. If this isn't true, and it doesn't really change much on world build time or size, please comment and close this canny!

Not only the construction time increase, but it can also greatly increase the size of the worlds.

An additional proposal for future compatibility if RenderSettings.fogMode will be accessible through udon: most likely Unitys "automatic" mode will not pick up multiple variants automatically so add world build "hints" to descriptor. This way SDK can detect and force all fog modes when building avatar but check world descriptor for user-specified modes
