[876] IKFollower components attached to the head transform no longer ignore parent scale

In the live version of VRChat, attaching an IKFollower component to the head transform avoids inheriting scale, and therefore makes the attached object visible in first-person view. This can be convenient when making HUDs.
In 876, this no longer appears to work; while there are potential workarounds using fixed joints, these are less efficient and break on worlds with the combat system enabled.

In this avatar, you should see a sphere right in front of your face. In the unity 2018 version, the sphere appears on MirrorReflection but is invisible on PlayerLocal.
In this particular case I didn't reupload for unity 2018, but I've been able to reproduce the issue with reuploaded avatars as well.

Confirmed in 878 as well.
Also to clarify, the repro avatar has a camera overlay pointing at its own face rendering in the lower right of the player's visual field (on both desktop and VR mode).
