See the attached video. When looking directly forward, the chatbox input field gets cut off, but not when looking down or up. Resizing the window to full screen (16:9) and back to windowed (4:3) gives the expected result for 1024x768 resolution.

Expected result: See the full chat input with the "Chat" title bar at all times, see the keyboard too.

Actual result: Looking forward cuts off parts of the top of the chatbox input.
