[1912] VR Keyboard sometimes renders underneath the Main Menu despite physically being above it

Steps to reproduce
- Open the Main Menu in VR
- Interact with a text field, such as the search tab
- Slowly move the keyboard very close to the Main menu
Observed result
The keyboard renders underneath the keyboard despite being above it

- This issue appears to become worse the larger the keyboard is
