[1863] Strange behavior for some nameplates

Not sure on the reproduction steps, but I play with nameplates off and when I open my quick menu I see nameplates. I noticed one night a lot of nameplates in an instance were extremely huge, seemingly not rotating when I move around. Affected friends and non-friends. When I tried rejoining the same instance, even more people became affected by this behavior. No clue what causes it.

The name tags will stay in place idk why it happens but it does.

Cannot intentionally reproduce however it seems to happen in larger lobbies for new joiners (chance improves when the player and their avatar is not loaded in cache).
Notable side effects is nameplates and chatboxes become detached from the player separately, with nameplates sometimes moving around teleporting to the player while the chatbox stays in place, usually near spawn and continues to follow the rule of being near proximity allows them to be visible.
Neither the chatbox nor the nameplate will billboard-rotate and stay facing the one direction.
This was in the great pug, where the chatbox seems to be 10x larger than the map itself.
Using an alt account, I was able to trigger the bug and took it to the moon with me to see the scale of the chatbox in question.

NotAChance Forgot to mention in my original report, but yeah, the nameplate also did become detached from the actual person's avatar.

when I was able to trigger the bug using an alt account, since my game was already going haywire with the issue, I was able to document some of the specific behaviors, and trying to figure out what leads up to it.
earmuff mode can help make the colossal chatboxes go away but obviously that's not a solution for everyone.
edit: or you can just turn them off, I forgot that's a thing. but presents the same problems.
I had my game client give a very verbose log output with all publicly known launch arguments that affects how logging works, for debugging purposes and had a friend forward it for me.
