[1799] Large Avatar menu does not load.

A few days ago, I had to reset my computer for unrelated reasons. Upon re-installing VRChat, the large avatar selection menu no longer loads. I have no categories, no search, nothing. It's just the menu background.
This also causes issues if I go to view avatar stats and back out of the menu, which would be the avatar menu. Completely blank.
I have cleared all caches, re-installed the game twice, and can confirm it does NOT happen on the public release, just the latest Open Betas.
I can still access all avatars saved through third party apps and the "wing" menus, however this is a workaround and is very slow and clunky to use.

- Install 3p-beta branch
- In the game press ESC and click on Avatars tab.
- The entirity of the avatars UI blank and non-functional.

Some fixes I've tried:
- Updating my drivers
- Verifying and reinstalling VRChat,
- Verfifying/repairing OS
- Closing anything that may affect VRChat
- Deleting VRChat cache both through the in-game buttons and through %appdata% VRChat folder
- Trying out different accounts to see if it's account-related issue.
All to no avail.
The only "fix" that actually works is getting off the 3p-beta branch back to public branch.
