[1749] Audio directionality incorrect on Quest devices

Steam Audio roll-in has caused audio sources and user voices to be positioned incorrectly in the game world when using headset hardware with off-ear directional speakers (Quest 2, Quest 3, Quest 3S, Quest Pro). This does not occur with earbuds or headphones, or the built in audio of other headsets (Index). Users in front or behind shift to sounding like they’re above or below with erroneously small head movement, users close to the sides sound like they’re inside the wearer’s head and get so loud they distort the speakers, both are new behavior in the new audio system.

This mimics what I've experienced daily driving the Steam Audio Beta; Index users are praising it as the the best thing since Earmuff mode, and Quest find it disorientating and wrong.
I'm not sure about the stance that an acclimation is necessary - it sounds perfect right away on Index.
There's likely a design difference with Quest headsets that need specific addressing.
