[1675] Foot Bone with Physbone No Longer Rotates

1 . Equip an avatar with a Physbone on the foot bone (common for physbone-toe setups to ensure only one component is used) in full-body
- Attempt to rotate your ankle, it will no longer pivot.
This affects common avatar bases such as the Nardoragon.

Current open beta on steam broke foot tracking on some avatars.
the rotation doesn't work properly, this is Definity with slime trackers, downgraded to the live version on steam and it was working properly.

I have reason to believe that this issue is unrelated to humanoid bones, its just a red herring because that is the place most people are going to be using that kind of hierarchy.
Repro without any humanoid bones:
- Anywhere on an avatar, create a new object with two children.
- Put a physbone on the the center object and ensure that Is Animated is checked and multi-child type is set to ignore.
- Give the avatar an FX animator and animate the center object moving/rotating.
- Build and test.
On beta, the object will be locked in place and not animate.
On live, the object will animate normally.

Can confirm. Seems like any humanoid bone w/ a physbone targeting it as the pb root no longer seems to rotate with IK even if the physbone is set to ignore the root via multi child type.
Uploaded a stripped down version of one of my avis where there's a PB on the chest for the breast physics. As well as pbs on the feet for the toes. There are toggle for the PBs in a Testing menu on the avatar. In full body you can see the shift in position of the upper body when the chest pb is toggled off, especially when lying down. Toes are a similar story to OP.
