[1675] Avatar neck doesn't rotate with head after update
available in future release

This last version has made it so just my avatar (avtr_7b3c5d95-e77f-4766-902a-13e5181d5d1e) can't move its neck in any shape or form. It's as stiff as a board, like a neck-brace. Video provided for context. This only started happening on the latest build. 24 hours ago it was fine. I had not updated or changed the avatar in this time.

It seems there was a quiet update to the beta branches that affect in-game spine IK (in the past 48 hrs) where it disconnects my avatars body from its skeleton (videos below)
Things I know:
- It only happens in the VRChat betas
- It is not exclusive to my avatar but is most exaggerated on mine.
- There is no obvious pattern to what avatars will produce the bug or not. I thought it may be constraint based, but I tried it on avatars that are barebones and it still produces the bug.
- Setting “FBT Spine Mode” to “Lock Head” seems to exaggerate it even more (but in all modes it produces the bug)

- Use FBT, tracking with 3 trackers (ankles and hips)
- Try to tilt your head to the sides, it does not do much of anything
- Tilting forward and backward seems to somehow work (not sure, never titled my head too much to these directions)

New issue noticed from last night that occurs with various setups of 3 point/FBT and does not occur when switching back to the current live steam build. My avatar is not properly reflecting the movement or rotation horizontally/vertically of my headset. From my POV, tracking works fine and there is no issues, but what others see and what I see in a mirror/face mirror is only half the movement of what my IRL movement is
IE: Standing straight up with FBT, moving my head 90 degrees to the left horizontally, my avatars head will only reflect about 45 degrees of that movement. Occurs as well with vertical rotation
Setup
I use a PCVR connected QuestPro with HTC base stations and 6 Vive 3.0 trackers where 1 is a unicorn tracker used to continuously calibrate steam to quest playspaces, and am on the beta branch by default
Troubling performed so far:
Restarted VRChat
Restarted SteamVR
Restarted QuestPro
Restarted PC
Restarted Playspace Calibrator
Tested Full body hip lock, head lock, or both lock
(In head lock/both lock specifically, the head movement of the avatar reflects about 10% of actual IRL movement instead of 50% with hip lock. All other testing done on hip lock except 3pointing [obviously])
Tested in 3 point with all native quest pro controllers so no steamVR playspace calibration issues (this resulted in a near permanent downward angle tilt of my avatars head. This more or less confirms it to not be a playspace calibration issue)
Multiple restarts again after
No one else seemed to have the same issue as me in my instances last night who also owned either a Pro or a 3 (all using PCVR as well with FBT)
Quick recording showing the issue. Most noticeable when rotating head up or to the right. Tracking clearly working on my POV but avatar doesn't reflect. Happens on multiple avatars as well. I have not updated any of the avatars since the issue started

Happened to me too. Even worse on Quest versions.
