[1661] Desktop Mode shows VR Controls Menu

When viewing the "Controls" settings menu, rather than getting the keyboard, or controller, infographics in Desktop Mode, VRChat instead presents the "SteamVR" VR control options, including a non-functioning button to edit SteamVR Bindings (as SteamVR is not running).

For me on Linux/Proton (build 1722) in Desktop Mode with a Switch Pro Controller over USB (both with and without Steam Input) the Controls menu shows an Xbox controller as expected.
Maybe of note, is that the Controls menu does not refresh to the new input type until re-opened from the sidebar. Even closing and re-opening the Main Menu or changing tabs does not cause it to refresh; only the sidebar will.
Still doesn't explain why it would show the SteamVR page in the first place, though. Just a thought, could the built-in Gamepad Support add-on in SteamVR have something to do with it, even without SteamVR running?

Do you have a repro for this? Is there a specific type of controller plugged in?

StormRel when the game was launched a Nintendo Switch Pro controller was connected via Steam Input over USB.
I tried disconnecting the controller, disabling Steam Input, and using keyboard controls with the game running but it still showed SteamVR controls.
I can attempt to repro later today to see if it happens every time.
