[1645] Toon Standard specular highlights have platform inconsistencies

Specular highlights on the Toon Standard shader are FAR weaker on Android and iOS platforms compared to Windows.
The attached screenshots are the following platforms in the following order: Windows > Android > iOS
All three screenshots are the exact same material with a reflectance value of 1 and a gloss value of 0.8.

Small note: The iOS screenshot looking blue tinted seems to be a bug with Unity's lighting upon platform switching. I was able to reproduce a borderline carbon copy of the Android screenshot when the build target was set to iOS.
