[1645] Toon Standard Specular Highlights are affected by 'Use Normal Map'

The Toon Standard shader has some specular highlight issues related to whether or not a normal map is being used on a material.
If 'Use Normal Map' is not selected, specular highlights and reflections are interpolated on a per vertex basis. This behavior is unintended.
However, if 'Use Normal Map' is selected, reflections and specular highlights will interpolate on a tangent basis instead, as is intended.
