[1642] Portals don't flip platform icons when viewed from behind

As the title says, the portals platform icons don't flip when viewed from behind. This issue occurs with dropped portals, and VRC_PortalMarker. It will also overlap the community labs icon.

This is still not fully fixed as of 1643, they are still reversed. This does not work as intended compared to the text and thumbnail of portals, and avatar pedestals.
