[1511] Add a toggle inside the chatbox keyboard for switching between auto-send and manual send on the fly

As mentioned in my detailed feature request for this a while back, I pointed out that having this feature able to be toggled easily so that it can be used 50% of the time is crucial to its implementation, in my opinion.
I want to be able to choose if my texts appear in real time on a per-message basis by having access to a toggle in the keyboard itself. Having this option hidden in the main menu settings is extremely frustrating.
Having the toggle on the keyboard itself also shows to the user the way their chatbox is currently functioning, and won't create confusion when people aren't sure what mode they're on.

I'd also like to offer that a keybind in SteamVR bindings would also be a decent compromise if this is a matter of UI complexity. Please just somehow give us a convenient way to switch between both.

Bumping this feedback request because I'm very adamant that this needs to be a thing before this feature goes live.
I'm noticing multiple instances of people opting into the beta, not realizing this feature is on by default, and feeling really embarrassed that they've been making typos and drafting responses they never intended for people to see because there is zero indication of this being a thing inside the keyboard itself.
While some kind of "your message is being sent live!" message could work, I really just think implementing a toggle for the feature inside the keyboard would clue people into its existence and provide immediate feedback on how their messages are being sent. It'd solve two problems with one solution.
