[1487] Hand tracking - hands slightly rotated / offset

I discovered that this issue is reproducible in SteamVR Home, which suggests that the tracking data is wrong before it reaches VRChat. (See added screenshot from SteamVR Home.)Original post:
My avatar hands have a slight rotational and positional offset from my real life hands.
- I have tested with Quest 2 and Quest 3
- I have tested with Virtual Desktop BETA version 1.32.11 and 1.32.12
- I have tested with a variety of different avatars
In all cases, I observe the offsets. It can be observed more clearly by pointing your fingers towards each other.
In the 2 attached screenshots taken in front of the mirror:
I have adopted the same hand postures and positions. In the screenshot with the Meta menu open, the transparent system hands show up with correct alignment. In the other screenshot, both the avatar hands and the 'accurate hands' show up with a rotational offset.

taken in front of the mirror: I enabled an experimental Quest feature called 'Wrist Meta Button', which has the side-effect of allowing you to see the system hands overlaid when your index finger is close to one of the wrist buttons. In the one screenshot, I have annotated my interpretation of the offsets I'm observing:
- Left hand: positional offset in the direction of the palm
- Right hand: rotational offset around the knuckes
In the other screenshot, it looks like both hands also suffer from some rotation along another axis.
