[1307] You can create Group Public instances of private worlds

Issue:
Normally you aren't allowed to create public instances of private worlds. This is not the case for Group Public Instances though, currently you can create Group Public instances of a a private world.
Expected Behavior:
You should not be able to create Group Public Instances of a private world.
Attachments:
In the first picture you can see that I'm not able to create a normal public instance, in the second picture you can see that I can create a Group Public though:

This is currently by design, although may be revisited in the future. Since the world itself is correctly treated as private (i.e. not directly findable), they just function as groups+ for most intents and purposes.
