When viewing avatar details of an avatar someone else is wearing and then clicking the button to view the details in the big menu, you have the ability to go into the avatar or favorite it, essentially allowing you to bypass if someone disabled their avatar cloning or not.

Clicking on someone then avatar details then opening in the main menu allows someone to clone said avatar, despite the person having cloning off.

AFAIK, this bug only works on public avatars. I tested this bug out last night and can confirm it works only on public avatars.
