[1216] Gesture Indicator Transparency and Fade-Out

This is a partial duplicate of the following feature with an additional request:
Currently Gesture Indicator is fully opaque and is permenantly on. Unlike the microphone icon, it does not have transparency, and unlike the gesture lock, it does not fade out. This makes it jarring against the UI, and means it is always there. Quite often users only want a glance to see their gesture worked and then for it to dissapear and get out of the way.

I think the current Transparency and fade out should be optional. Like a setting. I like to see the Indicators all the time and not fade out to like 5% opacity. I know there is the face mirror, but I don't like that feature to use.

Mizuke: yeah same, my problem is that it fades out so much to the point that I often can't even see it anymore...

- Gesture icons fade and become partially transparent after ~3 seconds
- Faded gesture icons remain onscreen until user changes gesture or returns to neutral gesture
- Also added an additional better drop shadow so icons are more visible on bright environments

I find it to bright (definitely on dark worlds). Making it darker (more grey) or making it fade away after a while or only when you lock the gestures.

i love the gesture display, but i feel it should have a couple options.
1 : opacity setting
2: Show time, when you hold a gesture, it would fade to invisible at a set time, until you change gesture. For instance if you hold thumbs up, for 5 seconds, it goes invisible. Change to finger gun, it appears again for 5 seconds, unless you change again

The gesture indicator is nice, but currently when you do a gesture and then lock your gestures, the hand icon shows up on your screen forever afterwards showing the gesture you're doing.
If I want do a happy face ^^ with my hand open., and I then gesture lock it so I have it on for a few minutes, I don't want the hand open gesture icon to also be showing up the entire time in my field of vision.

Issue:
The current Icons for the Gesture Indicator feel a bit out of place and do not fit with the rest of the game, they are also way to intrusive.
Suggestion:
- Replace the icons with a more simplistic outline, maybe take a look at the ones Moon used for his Avatar based Gesture Indicator: https://twitter.com/MOONVRCHAT/status/1552173671959216128?s=20&t=ajPCYY66FepBJ28320q8iQ
- Make them transparent, that way they aren’t just two big white blobs on your screen.
- Add a “Gesture Indicator Fadeout” Toggle, some people only want to see the Indicator for a few seconds after doing a Gesture, some others want to see it the whole time. With a toggle, both people are happy.

The current brightness of the gesture indicators came off as a little distracting at first. While one can get used to them over time, they will still be way too apparent on recordings, especially to other viewers. The opacity of the indicators can be reduced to 70% or 80% to make them less distracting.

I think this feature would be nicer if the white was removed and it was just the outline of the gestures and if that outline was more transparent, like the mic icon when unmuted
