The badge tooltips included the badge name, the activate time, and the reason why it awarded, but they were not shown at the same time.

When hovering on the badge, it only shows the tooltip about "why it awarded", only when user press "view all" to see all user badges, it contains both contents.

I suggest that it should included badge name and the reasons in all menu, so users can know the badge name without click-in.

Suggest:

- In main menu, it should be: <Badge Name>: <Reasons>

- In sub menu, it could be: <Badge Name>(<Activate time>): <reasons>

Currently in CN-si localization, we customize the reason part as this, so it can show the badge name in all spaces.
