String 22515 "No Avatars" are currently using in two menu:
  1. In Wing menu > Avatars, when there are no recently used/favorited avatars available, there will show "No avatars" with a UFO icon;
  2. In QM > Report > Report an avatar, when there are no other users in the same instance, there will show "No avatars" with a Disable icon.
These two places express different idea, as "Your avatar list is empty" and "Other users' avatars are not currently available", so I suggest split this string into two.
