The string 22429 "Public" needs to be split.
It seems currently it is referenced both:
- as instance type
- as access level for world lists.

This is no longer required as we'll be updating our guidelines so instance types can be translated as needed.

This is still required as some languages need to use different form of word depending on what exactly is being public. (at least "instance" is masculine, and "group" and "visibility" is feminine in Russian).
Instance types already were translated in Russian.
Some languages may decide to not translate instance types but translate visibility or group type.
