In the Create New Instance modal - 98840 "Public" is the only place where it's used as an instance type.

All the other "Public" instance types (e.g. in instance view, friends wing) use a different "Public" string - most likely 98854 (ID doesn't show up in Ctrl+I mode, so I'm only guessing by the translation)

Please replace 98840 "Public" in Create New Instance modal with (most likely) 98854 that's used everywhere else for public instance type. As the context is the same.

There is no reason for it to be a different string than all the other Public instance type occurrences.
