Change Language tooltip shouldn't mention only toolitps anymore

I think we should drop the "for tooltips" part now as it affects the whole UI.

Tooltips currently are the only piece of the UI localized (besides login) in the Live app. The whole UI is only localized in the build for proofreaders, but great note so we update this for when full UI is localized in Live!
