A option to start a public instance that's for VRC+ users only.
I think a lot of us are trying to find more mature public worlds to have conversations in, and I believe this feature would work well for VRC+

So public worlds are currently... very bad. They are 95% visitors which are children and trolls. Harassment is constant. Vote kicks never work. Since the dev team doesn't want to add moderation to Public worlds, I suggest paid members can make public worlds in which only paid members can join. This would cut down on the children and trolls significantly and let the more relaxed VRC members actually have a public experience again.

Let's face it. There is a real issue with children who are under the age of 13 running around as well as bad actors that have made public lobbies a sometimes uncomfortable, aggravating experience. A lot of us use to enjoy going to public lobbies meeting new people and making new friends. This is an experience that is few and far between these days. With the Addition of friends plus, we have seen fewer and fewer worlds with public lobbies and many people end up floating around between the same friend groups in Friends+ instances.
I propose a VRC+ public instances that are only accessable to VRC+ members. This will cut back on a lot of unwanted interactions with children and bad actors who make accounts only to crash or disrupt instances. It may also encourage users to populate VRC+public instances over using friends plus just to avoid children and other bad actors. Especially when world hoping.
I can't tell you how unfulfilling it is when I scroll down through the worlds that are most populated for my platform only to find all of them besides a handfull only populated by private instances. There are probably a ton of people I will never get to meet because they hide away in Private instances.

With VRC+ comes a great opportunity to make it easier to find higher quality content within Public Worlds by allowing the creation and easily identification of VRC+ Only Instances through the Categories.
This is certainly a highly controversial change, but at this point most of the playerbase has left the Public World space and those who have not are looking towards this subscription model to gain some form of advantage to find more meaningful experiences within VRChat.
It is safe to say that VRC+ in its current state does not have any features that will benefit players and in fact is more likely to be to their detriment with public worlds most likely turning into bullying and hate towards anyone who bought VRC+.
The solution is simple, VRC+ requires a way for us who are paying to enjoy a more serious environment and a VRC+ Only Worlds Category with VRC+ Instances is a simple solution until the "normalization" happens.
With how fragmented the VRChat userbase is at this point, this will not change much. It will benefit the paying subscriber who may find the current Public Instances lacking in meaningful experiences.
At the end of the day, a subscription model for VRChat should come with the possibility of finding others who deem VRChat supportable with their own money and hence also feel dedicated to the platform. Yes, there are people who are opposed to this idea and may troll such instances. But, it is very unlikely. After all, there's a investment component involved.
In the end, a VRChat subscription model cannot seriously exist if it doesn't have some way of connecting to others who deem VRChat worth supporting. As the main issue with the fragmented playerbase has always been the fact that it is relatively hard to find other likeminded people without spending hours upon hours in Public Instances with risks of crashing when you find someone being an issue. VRC+ changes that by at least adding a level of investment to make it more likely to find people.
Especially with the current polarization of the topic. It is paramount that VRC+ Subscribers have a way to find others when this feature goes live as the toxicity that will be placed upon individuals who venture into Public Instances after this goes live will detract even further from players experiences and will make subscribers lose interest in supporting the platform.
As it currently stands, VRC+ Subscribers are free spitting targets for everyone without any form of shelter from abuse. This shouldn't be the case as this literally was one of the main talking points about a subscription model in the first place. That players wanted a way to find players who put their money down on the platform which in turn meant that there was a more likely chance that the person was dedicated to the platform and also more likely to be a bit more talkative.
TL;DR: Easier way for VRC+ members to find eachother through VRC+ Only category for VRC+ Instances and being able to host VRC+ only World Instances.

lol sure. when vrchat plus was announced it was pretty much unanimously decided that this exact thing was a horrible idea. even for the people who would be buying vrc+

No, this is horrible in all departments, we don't need more stuff like that. If you have a friend that does not have VRC+ youd have to legit either say f you to that friend or go to another world. This is a wholesome place with a good social community that is supposed to come together under one, not be split like the lower-class, mid-class, and upper-class of the real world.
