UI Theme doesn't affect many areas of the UI

The VRC+ UI theming system does not apply your UI theme to some areas of the UI, most notably the Expressions wheel.
Reproduction Steps:
- Set any colour theme
- Open your expressions wheel
- Watch as the expressions wheel remains the same default colour theme regardless of your set theme
