I would like the ability to show someones imposter / fallback based on the trust level of the user

Ideally, I would like some way to show all Visitors as an imposter / fallback, with other user's avatars loading as normal

This could be implemented on one of 2 ways:

Add a "Show fallback" option to the list in the Shield level selections

Add a Trust level in Avatar Optimizations - Block Poorly optimized avatars
