A lot of people make avatars public for cloning amongst friends but don't want just anyone to get those avatars or for them to pop in avatar search worlds.

if you make an avatar for some you can actually transfer it to their account
or "friends only" cloning solution. in the Avatar section on vrchat dashboard Webste
you can search up your friend's name and share it to them where it will pop in a special section in vrchat easy sharing
it should actually help out with certain events or for VR chat Avatar creators for testing

VRChat checks avatar permissions every time you use one, either through a change or a world join. I could see maybe having a list of a few people to share a private avatar with. Like 5.
But yeah with the current system it only needs to check the owner or if it's public. Vs iterating through a friend list
