Send notifications to online users when a new version is released

During a VRChat version bump, users on the new version can't join instances with players of the older version; to help encourage people to update, a global notification should be sent to advise online users of the new version and encourage them to log out and update.

As well as also notifying when there is a near server maintenance period. That would diminish some of the confusion if some stuff doesn't work.

100% support. Games like Warframe do this, first giving you a notification and a fun bite sized summary of the update. The community in that game actually gets pretty hyped about seeing the "Red Text" notifications appearing in their chat. The majority of the VRC community never check patch notes or even know updates have happened until friends tell them, and the first things they get told are what's broken, not what's new or fixed. It also causes substantial misinformation and confusion. I feel like it actually contributes quite a bit to the undue negativity updates often carry.

They should add it as one of the status messages on people like when they're in private world it says "online in a private world", for people that are running in different version should say "online in an updated/outdated/beta client"
