There are many Cases where you may want shadows to affect parts of the mesh to differing degrees or not at all.
For example,
It is very popular to use a shadow mask to reduce and soften the shadow around the face and stop it from affecting the eyes. This can also help quickly mitigate problematic normal.
Another use case is making fake translucent objects look more realistic.
