Runtime debugger utility

Content creation is very often impeded by the lack of utility to adequately test and debug avatars and worlds.
Tools like UnityExplorer and various runtime profilers make it very easy to isolate problems and in some cases actively test things to know what to correct.
Many things are not able to be properly profiled in unity editor for a number of reasons, such as:
* VRChat does things clientside that are not present in the editor
* The editor is not a completely accurate representation because the content has not been built and compiled.
My suggestion would be maybe make this for when world client permissions are implemented, so you can have a world creator override for enabling debugging.
