Revise Group Moderation Rights in Public Instances

I propose that VRChat reevaluates the default moderation privileges granted to groups in public instances. Currently, groups possess moderation privileges by default, which can lead to abuse of power and negatively impact the community experience. This proposal recommends that the ability to grant moderation access to groups within their worlds be exclusively placed in the hands of the world creator.
Current Issue:
The current system potentially enables abuses of group moderation privileges in public instances. This situation has resulted in cases where individuals are unjustly excluded from worlds based on the whims of group owners, causing disruptions and conflicts within the community. Some extreme cases have even led to world creators being banned from their own creations.
Proposed Solution:
There are two potential options to address this situation. The first option is to empower world creators with the exclusive authority to grant moderation rights to specific groups within their worlds. This ensures that moderation privileges are not exercised arbitrarily, thus promoting a fair and harmonious environment for all users.
Alternatively, if the above adjustment proves unfeasible, VRChat could implement a system allowing users to report instances of group abuse within the moderation framework. This reporting mechanism would provide the community with a means to highlight cases where moderation rights have been misused, enabling VRChat to take appropriate actions against offending groups.
Advantages:
Fair Moderation: Entrusting world creators with control over group moderation rights promotes equity and accountability, preventing unjustified exclusions from public instances.
Community Harmony: Reducing the potential for abuse of group moderation privileges fosters a more inclusive and positive atmosphere for VRChat users.

I believe that the public group instance update was the worst update ever made and that it only served the purpose of community segregation, instead of the power to kick or expel the instance being left to the vote of the majority of users as it always was, the power started to be delivered by anyone who has "moderation" in a certain small group, which destroyed the entire democratic issue that guaranteed a minimum of justice when expelling someone, especially because the user blocking system already exists to resolve individual problems. , expulsion from the public session should be something that is only given in extreme cases where the player is actually disturbing multiple people!!!

this is a big L for vrchat imo, the actual developer of the world should be the one moderating & it not some random abusive group(s).

Frenetic Furryǃ: Not all world creators have the time to moderate their worlds, and it frankly isn't their job to do such.
If a Group has a Group Public instance where they are being controlling and abusive with their moderation powers. Then people will just leave that instance and go to another instance. Just like if an instance is full of screaming kids, you just move on to a better instance.
On top of that, not all world creators are saints. What if the world creator is the one abusing moderation powers?

(on top of this what if the groups dont care about the world and even dislike the world and choose to make it worse by constantly removing people for no reason? wouldn't that just make the world worse? some people just want to join, exist & leave)
yes not all world creators are "saints" but the groups are alot less "saints" then the actual creators. :)

Frenetic Furryǃ: If a group is running their Group Public instance like that, then they will hopefully not have their instance remain popular.
But this should be solved by educating players better. Players need to know what a Group Public instance is, and they need to be shown the rules of the group when they enter the instance. Maybe some way of down-voting a group or their instance if it is that bad there, so it gets lowered on the instance list.
I would however also say that being kicked from an instance is currently not very telling:
- There is no reason for the kick attached
- There is no way to see who kicked you (group moderator or world creator)
- There is no way to report the user or group
- There is no choice in where you want to go after the kick (to your home world, or to another instance of that world)

- when you get sent back to your home world what stops you from just opening up a menu and going to a different server as you stated?
if group public instances was handled by the world creator or whitelisted groups then that gives better power to people that actually want to have fun and moderate out the malicious people.
groups should at least be able to make private type instances on worlds because then that gives the groups the ability to moderate out bad people instead of being the malicious person making worlds worse.

I know you can report players and groups. That wasn't what I meant. There is no way to report the player/group that kicked you from the dialog, is what I meant. As I was saying, being kicked is very confusing and lacks a lot of information. It can be very hard to remember what instance you were just in, you might not even remember which group owned the instance, and the instance might be above recommended capacity so it isn't listed publicly anymore.
Either way, yes I don't see either of us agreeing on much.

While this would be nice, it would be upsetting to remove the ability for groups to moderate their instances in any world. For flying worlds, I always set a group public instance so I can kick anyone who is being needlessly toxic, killing everyone nonstop, etc. Same in other competitive worlds. That way I can swiftly remove cheaters and toxic people and keep the experience fun for everyone else.
I would much prefer the second option where you can report abuse of moderator powers while allowing any group to still moderate their instances. Otherwise, it may be difficult for communities to manage events and someone could disrupt the entire thing with impunity.
If this must be added, group+ and group private instances should be unaffected and any group able to moderate the instance.
However, if we introduce a blacklist for group moderation rather than a whitelist, this is something I can definitely get behind. Bar the toxic groups from exercising moderator powers while allowing the rest to manage their instances.
I would also like to see a feature for groups to specify a set of rules that players joining will see so there's less confusion over why someone was kicked. For example, let's say I create a group public instance in Desert Airbase. I want a chill session where we fly formation, do aerobatics, and do dogfights where both parties consent. I could specify that in the instance rules so that way if someone joins and starts killing everyone, they will know why they got kicked.

I've experienced, in game worlds with save mechanics, one abusive moderator can waste alot of peoples time. I think to refine moderation, instead of group wide reporting, you could report specific users for miss-using group tools. Also an alternative option to restricting moderation to only a few groups (which could require a commitment from the author if a group goes inactive to find another one willing to moderate and keep updating that list) is a weighted vote kick option where a vote kick started by a group moderator in a group instance is much easier to succeed. (for example requiring a smaller % of users to say yes). I think with how popular group instances are becoming, we need more tools at our disposal regarding them. So i think atleast rethinking things is healthy. I don't think one moderator, or the world creator should have final say in moderation, because there will always be abuse. I'd rather a community vote fail or pass unfairly, than someone abuse tht power just to ruin your day.

Yeah it has gotten out of control. theres a bunch of groups that act like this and it's makes vrchat a real shit place to be in.

in general moderation makes it difficult to play with friends when a random group bans you and a few people you aren't affiliated with what so ever. (the few people being the toxic, and nuisances) i think both groups, and or moderation changes in general would be nice, just so long as it isn't broke 4 months or more straight.
