New Open Beta profile animations needs an accessibility toggle to disable the visuals

As of the latest Open Beta, VRChat now has some free profile animations that plays on user profiles and gives more personality to them.
However, it is important to consider people with eye conditions that may feel eye strain from exposure to such visuals, or the difficulty to read under those effects when looking for a particular piece of information on a user profile. As of now it is "kind of" assigned to the "Reduce Menu Animations" toggle, but it does not hide the frames, only reduces their animations. It is nice, but I believe a separated accessibility toggle that fully hides them to make people able to read properly is also needed.
It will allow us to decide wether or not we want those animations to show/play. It will also allow more comfort, be inclusive to those struggling to read with poor contrast and be easy to implement.
