As we are all aware VRChat has become an unsafe environment for children, due to lots of adult NSFW themed worlds and avatars, what VRChat lacks now is a way to hide age restricted content from children or at the very least minimize it.
Thus I recommend doing exactly what the development team of COVR is doing to minimize this rampant and growing issue.
What they have done is have a free mature content DLC only available to PC users due to META's store policy such a dlc is not allowed (we all know the majority of under aged users are on quest) as well as requiring you to mark such content as NSFW. Obviously this means that if someone were to try and upload such content without tagging it would risk an account ban or suspension if reported and found to be not tagged as well as the removal of the content, furthermore you can stop under aged users from joining instances of worlds that are tagged as such, and of course the community can be responsible for reporting underage users attempting to bypass age restricted content.
I believe this is a good place to start, in making the game safer for children.
To further making it safer for children is age verification through proof of age via one of many companies that safely handle age verification through government issued ID, of course such a feature would also require the above feature to already be in place.
As mentioned at the start, this is a rampant and growing issue and it does not appear that "you the company" are doing anything at all to fix this issue or at the very least minimize it.
