Because of this feedback, local only contacts no longer affects performance rank. But when non-local contacts exceeds very poor limit (16 contacts) on mobile, ALL contacts are removed even they are local only. Because it doesn't affect performance rank, I think it's fair not to remove local only contacts in order to keep avatar functionality.
