In some communities, there are known interested users.
It is very reasonable to apply Group Ban to such people (not only to Report User), but there is a problem with the current Group Ban system.
Currently, only the moderators there can apply a Group Ban to users in the same instance.
What this means is that moderators cannot ban prohibited users until they have been joined to a moderate instance.
Since we can block users in advance, it is natural to want to ban known suspected users in advance.
Please make group ban available in advance.

There seem to be known nuisance users in some communities.

There is still the issue of certain users being unable to be pre-emptively banned, due to searching issues with their names usually using strange and rare characters.
It would be really nice if we can discover them via their VRChat IDs as well, like the ones shown in the URL address bar.

Therefore, VRChat can close this Canny...

This is something people often do over on Secondlife too.
A lot of sandbox sims for example tend to mingle with each other, so when someone tries to grief or crash one, word will spread around to the others so they can prevent the user from getting in to their sims as well.
