Admin Ban Avatar by ID

Admin Restrict User's Avatars

A group moderator may choose to ban a user's avatar, or ban their ability to display custom avatars altogether.

This will act the same as if everyone in the group instance used "hide avatar" on the player who's avatar is restricted.

It will only be active in world instances created by that group.

The restricted player can still see their own avatar, because it would be an abuse of power and troublesome and unpleasant in VR if mods could forcibly change another player's avatar.

This may also be paired with an optional warning message using the existing warning system.

It's just the same "Hide Avatar by ID" and "Hide Avatar" system we already have on the individual player... extended to groups :P
