Green visual corruption in WebM (VP9) videos on AMD GPUs — disabling hardware decoding resolves it

Some WebM videos encoded with VP9 display green visual corruption when played in VRChat on AMD graphics hardware.
In our testing, this issue has only occurred on AMD hardware. It has been reproduced on:
- AMD A10 APUs
- AMD Radeon RX 6800
- AMD Radeon RX 6900
- Some AMD Radeon RX 7000 series GPUs
Other video formats we have tested do not exhibit this issue.
Steps to reproduce:
- Launch VRChat through Steam without the --disable-hw-video-decoding launch option on an affected AMD system.
- Play an affected WebM video encoded with VP9.
- Observe green visual corruption during playback.
Expected behavior:
WebM videos encoded with VP9 should play correctly with the default settings.
Actual behavior:
Affected videos display green visual corruption on the AMD hardware listed above.
Workaround:
Add the following option in Steam > VRChat > Properties > Launch Options:
--disable-hw-video-decoding
Then fully restart VRChat. After applying this option, the same videos play correctly.
These results suggest a possible issue with hardware-accelerated VP9 decoding on AMD graphics hardware, although the underlying cause has not been confirmed.

Can confirm it's also happening on AMD Radeon RX 9070 XT cards as well. Both myself and a friend have this issue, and use that card.
